Think in decades

The software solution for the province of Tyrol's land consolidation projects is comprehensive and emphasizes the flexibility of the geodetic CAD on which it is based.

In Austria, land consolidation refers to an officially managed land reorganization to adapt agricultural land to modern farming requirements.

Projects for the reorganization of agricultural land are very complex procedures that can take many years and range from small land consolidation procedures to very large procedures involving hundreds of landowners and just as many hectares of land. These procedures can be initiated by individual farmers or they can be initiated as a result of major projects in the public interest, such as flood protection measures.

Complex procedures

Once the ownership status has been mapped in the land consolidation database, the area boundaries are surveyed in the natural environment and the land subject to the procedure is valued. Based on financial soil estimates and additional soil samples, plots of land are reorganized. Large-scale procedures extend over decades - a project is currently underway in the Inn Valley covering 380 hectares with hundreds of owners, which is expected to take at least 10 years - "you have to think about the project in decades," says Anton Fuchs, Head of the Consolidation and Land Consolidation Department.

The multi-stage process allows for objections and can cause additional delays. In addition to land consolidation, infrastructural measures such as stream obstructions, road planning and renaturation are often carried out.

There are not many software programs that cover all of these areas. Due to its many years of expertise in this area, the "Land consolidation and land consolidation" department of the state of Tyrol has opted for a software solution from rmDATA for the entire handling of land readjustment procedures.

A software package for agricultural operations

The application is based on the geodetic CAD rmDATA GeoMapper with corresponding extensions for the requirements of land consolidation and a database component that maps all processes relating to owners and properties.

"Without suitable software, these projects would not be feasible," says department head Gebhard Rimml with conviction. As this solution was no longer up to date and rmDATA software was also in use in other departments of the state, the switch was an obvious choice. The land regulation department is already using rmDATA software to create subdivision plans: GeoDiscoverer for data research, rmGEO for calculations, GeoMapper for plan creation and rmKATOffice for documentation. The process covers all steps from property data retrieval to data delivery to relevant authorities such as BEV, land register and AMA.

"The new complete package is a significant relief for us in agricultural operations because we can handle everything in one software solution and create all plans and reports in all phases of a project - from valuation and redistribution to ownership certificates, settlements and reporting."

Competent project support

Once a specification had been drawn up and agreed, the requirements were implemented accordingly and introduced in the department. Ongoing tests were carried out during the development phase to ensure that the software was optimally aligned with the requirements. "The contact partners at rmDATA have expert know-how in the field of surveying, it was a very constructive collaboration," Rimml and Fuchs praise the project management.

The geodetic CAD is now available as a central product for all applications. Interfaces are obsolete and duplicate and multiple data storage is history.

The software solution has been in live operation since January 2025, and new projects are now only processed with rmDATA GeoMapper; initial experiences have been very positive. Should new requirements arise, such as interfaces or exports, these will certainly be implemented to full satisfaction, the two experts in the land planning department agree.

About the Land Management Department of the State of Tyrol

The Land Consolidation Department of the Provincial Government carries out all technical aspects of these projects – from surveying and land valuation to redistribution and reporting. The phased procedures begin with a decree and are legally concluded by decree once the redistribution is recorded in the land register and cadastre and all payments have been made.

The implementation of agricultural operations falls under the jurisdiction of the Provincial Land Consolidation Department for North Tyrol and the Agricultural Department of Lienz for East Tyrol. The goal of consolidation and land readjustment procedures is to create and maintain a productive and environmentally sustainable agricultural sector through the redistribution and development of agricultural and forestry land.
